Enhancing Retirement Security

 
In late 2018 and the beginning of 2019, the federal government conducted a consultation entitled “Enhancing Retirement Security for Canadians” in which it proposed certain measures aimed at improving the likelihood that private sector defined benefit pension plans could deliver on their promised benefits, even in the event of an employer insolvency. A broad range of measures were proposed, including prioritizing pension deficits ahead of secured creditors, solvency reserve accounts, measures to enhance transparency and improve corporate governance, restrictions on executive bonuses and corporate dividends, and others.

If implemented, several of the proposals could affect plan sponsors across Canada; others could affect federally regulated sponsors or federally incorporated corporations only - ACPM participated actively in the consultation.
 
Our webinar panelists will:
  • Give an overview of the items on which the federal government consulted, and discuss the ACPM’s position;
  • Highlight the ACPM’s recommendation that the government consider a pooled lifetime retirement income fund (PLRIF) as an alternative vehicle for winding up an underfunded pension plan that may lead to better long term outcomes for retirees versus immediate wind up through insured annuities; and
  • Discuss the corporate and insolvency aspects of the consultation and how the proposals, if implemented, could affect both healthy plan sponsors and those that are struggling financially.
